In case you missed it, here's what Phil did. First, cut each side along the back fin following a 45-degree groove. Then, break the neck and pull each fin off. Next, pull the skin off by pulling down on both sides. If you've done it right the head comes off along with the entrails.
According to reports Phil's records are 16 seconds, 14, and 11.03. Watch this video again then try it on your own, lest you don't want to knock Phil off the throne.
